I was running around killing stuff when I ran into some nekkid guy who wanted me to kill a witch that stole his axe. He told me to go northwest (as far as I can remember), so I started walking, and walking and walking (...) and walking, but I cannot find the witch. Where is she??

And is there something (anything at all) to cure the blind-part of the boots of blinding speed? It's really annoying.

Can't remember exactly, but it was a pain for me to find to. The witch is right on the roadside if that helps at all.....I am thinking just follow the road north, and take a right..damn game is too big :D

Yeah, there are a lot of confusing roads up in those parts but I think the nekkid guy gives you bum directions and the 'witch' is somewhat to the NE. As for the boots you will need to get a
'resist magic' item and/or nighteye enchanted items to dispell the bad blinding magic. Resist magic items/spells only resist bad magic and don't affect the good magic that gives the boots their speed. You can have these items made by an enchanter. For example, the Saviors Hide armor has a 60% resist magic constant effect enchantment on it. I think you can also don the boots and then drink a bunch of resist magic potions and then you'll be able to see. Its interesting that nighteye also counteracts the blinding spell. I often enchant an exquisite robe with nighteye for this purpose. What kind of character are you playing? Orcs have a natural resistance to magic that helps in this regard.

I'm playing a nord.
The resist magic.....Does it have to be permanent?
And when I drink lots of magic-resist potions, do I have to drink them before I equip the boots, or after?

Also, playing a Nord, I never saw the point of the Boots of Blinding Speed and eventually sold them to the scamp merchant in Caldera.

Try it both ways and see what the effect is. I would think you'd probably have to first drink the potions and then don the boots though. Save and reload and don't be afraid to experiment with things. Maybe you could post the definitive answer here once you've tried it out. I personally don't like the BOBS all that much as I keep jumping to far and ending up in the water, etc. I did use it as an orc in tandem with a CE amulet of levitation, robe of nighteye and the Saviors Hide armor so I could move faster and see where I was going when flying. I prefer to get my agility and speed above 100 with enchanted items and then run and jump everywhere. I have CE amulets and rings of levitation and water walking to make travel over and across obsticals a breeze and I prefer to wear the Boots of the Apostle.

No problem. Creeper the Scamp is your best place to sell things even if you may need them later in the game. I use him for everything that he buys then I know where to find things if I want them back. Since he buys and sells at the full price you can't lose. If you decide the boots aren't worth it just sell them back to him at full price.

I've equipped the Saviors Hide, and after that the BOBS. That worked, so I'm sticking to this.
