If I import from a savegame in which I gave a tome of intelligence to Imoen, will Imoen have 18 INT in BG2 too?

The short answer is no.

The long answer is that only player-created characters can be imported into BG2; NPCs cannot be imported. The NPCs in BG2 come with scripts, dialogue, and predetermined attributes that keep them sort of like they were in BG1 but do not take into account anything special you might have done to them in BG1. Imoen will have the same stats she started with in BG1, and she will be a 7th Level Thief dualled to a Mage no matter how you developed her in BG1.

I always give Imoen the Tome of Intelligence (whatever it's called) when I play BG1. When I play BG2, I edit her stats manually with ShadowKeeper to preserve continuity. I don't really think that's cheating.

I agree. Same is true with editing levels, if you let Imoen contiue as a pure thief to level 9 or so, then she gets demoted in BG2 to level 7.

I usually give her the Charisma and Intelligence books (unless I am playing a mage PC).
