Level 1 ranger receives ambidexterity and two weapon fighting for free when wearing light or no armor.
Is it possible for a fighter to take 1 ranger level and then take improved two weapon fighting later, or does he have to get amb and two weapon fighting first?

Nope, when selecting Ranger, you receive the Dual Wield feat, this is different than the 2 main Two-Weapon fighting feats. With armor negate, and such.
To receive the Improved Two-Weapon Fighting, you must have the Ambidexterity Feat, and the Two-Weapon Fighting feat. Just taking one in Ranger will not allow you to receive this feat, without first getting the Ambi, and TWF feat.
So, you must get those two feats, even if your a ranger, to receive it. Unless of course - You take 9 in ranger, in which you receive it for free.

This can be pretty confusing, really. Rangers get the Ambidexterity feat and Two-weapon fighting feat for free at 1st level. At 9th level, they receive the Improved Two-weapon fighting feat for free. All with the stipulation that they can only use these feats while wearing light armor, or no armor.
Multi-classing allows you to choose these feats in a normal fashion, without having to worry about what kind of armor you are wearing.
