What faction or quests line do you have to be in to solve the puzzle canal tnx

I think I got that quest by going to the Temple in Balmora.

Yes, it is first thing you have to do, in order to join the Temple. It is part of Pilgrimate of Seven Graces.

I'm not sure I understand what you mean. I've only heard the Puzzle Canal being mentioned in reference to the final part of the Temple's Seven Graces Pilgrimage. The final bit of the Puzzle Canal bit does confuse some players...

SPOILER:

Once in the puzzle canal, (level 3, I think), you need to drown in the waters to gain access to the final part of the quest where you find the shrine and deposit your offering of a silver sword. (You can then kill the Dremora there if you feel like it and steal all the other silver swords).
