The only way to do it is to complete the temple quest, sorry...

Unless you want to use the counsel just to see what it is like. Look for its ID in the construction set.

best armor in the game!!!

you see, if you install the patch to get secret master for medium armor fix, and train to 100 in medium armor, the ebony mail is absolutely the best armor in the game period.

the constant effect shield gives you better armor rating that even the dragon bone armor....and the fire protection is pure gravey...it even looks really nice..

Re: Ebony armour in general:

In smugglers' caves and deadric shrines I found there was a fair amount of Ebony armour to be looted off bodies. I can remember at least two bodies who gave me their Ebony cuirass, helmet and greaves.

But I can't remember exactly where they were. I think one was in the bottom level of the deadric shrine near Gnisis where you go to rescue Malaxia the man's kidnapped wife (who you meet at the side of the road) and the other was a smugglers' cave near Dagon Fel where I was going to exterminate someone for the Morag Tong, (Tirer Belvayn).

And there's always good items to steal. Orvas Dren has Ebony armour lying around in his villa.

That shrine is the one east of Ald Velothi.

It's the very last of the temple quests that you get from the temple in Vivic. The ebony mail is located at a shrine on Mt. Assarnibibi but it won't be there unless you get the quest.
