Here is the answer, straight from uesp site:
In order to enable the taking of screenshots within the game, you will have to open up the Morrowind.INI file with any text editor, and change the line:
Screen Shot Enable=0
to
Screen Shot Enable=1
Then, once in the game, simply press the Print Screen key to save a BMP file in the Morrowind directory. Screenshots are not overwritten between game sessions.

What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.

Be carefull with this file - if you make a mistake and save, you could screw up your game BIGTIME.
Best bet is to
1. right-click once on the morrowind.ini and from the submenu left-click once on 'copy'
2. go up to the buttom bar and punch 'paste' (this will create a 'copy of morrowind.ini').
3. left-click once on the 'copy of morrowind.ini', punch <F2> (which will allow editing of the filename and change the name to 'morrowind.ini.old'
4. now you can mess with the .ini file to your heart's content.
