where is he Apelles Matius?

in tribunal; where is Apelles Matius??? i cant find him anywhere "walking the battlements" can some1 tell me where in ebonhart he is.. or even better provide a screen shot of the place..

edit: i found him.. can some1 delete this? (he was in the water.. felled down i presume...)

I've always found him on the stone staircases that lead up to the second bridge. Just head from the docks over the first bridge, around the tavern past the missions, hang a right by the well through the arch and start up the stairs. He should be right in there somewhere.

He also wanders around the courtyard where the Skyrim and Argonian missions are.
