I found this is the thieves guild.
Is there any use/quest to it seeing as the drink potion button doesnt actually make you drink it, and has no message, or effect

in umar hills, you are approached by some youngsters who want to be adventurers. they ask you to get them some weapons and a drink... the parents are worried...

If you drink enough to get your character drunk, it raises your morale but lowers your dexterity, or some such stat. Not much use really.
