Have you tried dumping your inventory to see if there's anything that somehow found its way into your pack?

I suspect it's your strength down by 20 (*5 = encumbrance). Remove any enchantments boosting your strength (number colour=white); if it's red - Restore Strength. Did you battle a bonewalker or bonelord?

Nothing added to my inventory, and nothing wrong with my strength. My invatory shows 250 pounds I take a few steps or rest and it goes up to 350 pounds, making me overencumbered.

You got me, pal. No answer. Hope you can go back to a save prior to this.
You could try this - while at 250:
remove absolutely everything; spread it out.
1. note enc
2. move
3. note enc
4. change? - if so, you have a big problem! if no, add 1 item
goto1
etc.
This may seem tedious, but it's the only way to troubleshoot. The only other solution is to restart. Keep close track of your enc.
Save 'new game' each time you level. At least you need not return to 0 if there's a problem.
Good luck

Did you by any chance visit the Fields of Kummu shrine? If so, what may happening is that its blessing, Feather 100 points, is wearing off.
There's nothing a little poison couldn't cure...

What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.
