How do i join the Great House of Telvanni?

How do i join the Great House of Telvanni?

I went to Vivec and went to the head guy there at the tower but he said nothing to me about joining the Great House of Telvanni.
Do i have to do something for him to ask him that or is there somthing wrong with my game ive got the latest version i dont know what to do please help PLEASE HELP!!!

Talk to the Mouths in the Council House in Sadrith Mora.
