Who knows... Maybe they watch you from the skies with a bunch of Wizard Eyes, and cannot see through roofs? :D

There must be a reason why Bioware didn't add them to indoor areas and alleys. Couldn't have been that hard...

@Xyx, when you think about it, very few monsters follow you from one region to another. Even shopkeepers don't follow after you're been caught pickpocketing them, if I recall.

Would you have them leave their stores completely unguarded? That would make stealing even easier. Just get one to run away and hide after some time, get the rest to start filling bags. :D
