Ihave a few questions about the East Empire Company and how to advance.
1. I allied myself with Falco and now he can't give me more advancement in the EEC. How can I get more advancement?
2. Who do I have to contact in the EEC to build me a house?
3. I have received a quest from Falco where I have to visit a Nord named Graring, but he keeps saying that he will have no dealings with the likes of me, Is there any way around this?
Any help or advice would be appreciated, thanks.

1) What rank are you at?
2) Check your journal.
3) You have to kill an assassin in the vicinity, first - there's frequently a problem with her getting stuck near some rocks by the river toward the east.
There's nothing a little poison couldn't cure...

I found the assasin near the rocks and killed her. Thanks Soj. I completed the rest of the quest and now have to find Carnius, problem is that he's no where to be found! I looked all around the area and I couldn't find him. Does any one know where he is?

Try talking to his second-in-command. He should be standing outside Carnius's room in the Imperial Cult shrine. Save before talking to him.

I talked to the guy and he tells me Carnius is to the east of a rock formation, I followed his directions but I still can't find Carnius. I've died twice trying to find him through spriggans, bears and wolves in case he was behind some rocks but no such luck. If anyone knows where he is, I would greatly appreciate it if you could point me in the right direction.

He doesn't always show up in the same place. Could you be more specific?

I died a few times looking for him too but he is there, just keep trying. IIRC he was close to the water when I found him.

Then he's in the area SE of Thrisk. Take a look at your paper map and find Thrisk, then find the stone arch to the south. Carius will be wandering east of that, close to the coast.
