what determines when these happen?
For example, Minsc always seems to talk when i gain reputation, or soon after.
Is it time based? If so, real time or game time? And what intervals?

I believe the lovetalks are scripted on certain events/quests that happen, and I know that lovetalks are dependant upon time.

Lovetalks are mainly dependant on a timer (like, once every hour), though a few require you to be in a certain location or do a certain thing before they trigger, such as being in an outdoor area or resting.
"Game Balance" is getting all players to complain equally.

Also... I think regular party member banter is random. Korgan, for example, eventually tells you what happened to his former party. He started the dialogue before I left Trademeet, but because of an unforseen problem I had to reload to an earlier game before his banter -- and when he did it again it was a few Real Life hours later.
