Has it really been removed? Even the secret Daedra-Spell?
If so, then I guess it's because you can get way to powerfull being a mage. Consider raising restoration quite high (round 50 at the beginning is easy), that would mean that you have quite a high chance of casting a spell to boost, let's say, long sword proficiency to a very high level. Together with a Bound Weapon, this can turn a mage into a VERY powerful fighter even at level 1... I guess they thought that too strong.
Additionally, I guess they wanted to strenghten the Sanguine Items, as they are nearly the only source of +skill in the game.

Get Bloodmoon (don't know about Tribunal). There you can legally buy it in Solstheim (if some other conditions are met).
The other way is just to add some spell by console, say "fortify short blade skill". The spell class isn't removed from the game and is still working (otherwise Bound weapon spell and some items couldn't work). The patch just removes the named spell from the reward for collecting (and parting with) the whole Sanguine item set.

Well, in tribunal you can also buy the Spell directly.
Damn, what sense is there in removing it from the reward.. it's hard enough to do!

It's indeed. In fact impossible if you're not using TES CS or looking into spoilers. At least i never have legally come by hint about two or three item whereabouts. As soon as my caracters are law-abiding at least while somebody sees, it out of question to kill an innocent just because he have some valuable item. And Sanguine are not stealable, you cannot steal a thing somebody is wearing.
As for reason, it was mass complaints from players of certain kind. After it has been removed there was another wawe of complaints from another part of players community. And, BTW, the good reason comes up to buy either Tribunal or Bloodmoon, a thing worth always to consider

Call Wolf and Call Bear (both for 45 secs). Shame, they (like Dwemer Centurion summoning which you can obtain in Morrowind) they appear unmodifayable, i.e. they do not appear in the list at spellmaking or enchanting.
