I cant find it to collect dues for the mages guild

The name is Punabi. Take road from Balmora to Molag Maar and just before Marandus stronghold take the road NE. If it is not in your journal, you probably haven't asked Rainis about Punabi.

P.S. If you're coming that way, it's cave door right of the road, your next stop is to presuade the Telvani mage to join the Guild (entry left of the road). If you have got to Sulipund already, you have to come back.

May i suggest downloading a map ? It will prove it's value time and time again.
