Captain of the Militia Mission

Hi folks,

I have just received the mission from the Tailor who is too short to join the milita, and I'm supposed to find Renton(?) the captain of the militia to convince him to let the tailor join.

Where do I find him? He's not at Rufus and Burnes, he's not at the construction site, or at the temple...

He's in a house in the bottom left of the map.
