Where is the 2nd half of the game?

I mean the part after you complete the quest you get when you complete your faction quest (cumbersome I know but better then an accidental spoiler).
Is it just me or do others also have the feeling that there was some deadline that had to be met seeing that the 2nd half of the game only has enemies in it and plays like a cheap version of diablo 2 because of that.
