I've been looking everywhere but can't find him, where does he supposed to be in the beginning?
And yes I have the mod installed

I think he can be found in the Governement District by Keldorn's house. IIRC

Yes, he's in the Government District.
BTW, If you'd read the readme there wouldn't have been any problems, it even mentions his exact location in x|y coordinates
