I know there are a few questions about romances progressing in ToB, but I was wondering if it were possible to start up a "new" romance in a current game or a "new" game in ToB?

Romancing in ToB
Minor spoiler here, When you're on the kill baba-yaga the fire giant or whatever his name is. If you have Jaheira in your party you will enter the temple your main character will be confronted by a shade of Gorion and if you have Jeheira she will be confronted by a shade of Khalid, afterwords there will be a string of dialogues about all all the chaos that follows in your wake and she will also *hint* that she has feelings for you. I also have Viconia in my party, but she's been quiet the whole time, so possibly there might be something with Jaheira, though I didn't reach the end of the dialogues so I'm not sure if it really goes in too deep... I think the designers are just trying to make it up to us with the horribly buggy Jaheira romance script in the original game.

I know the run in with the shade of Gorian and Khalid if Jaheira is in the group, especially if you romanced her in SoA. I was just curious if I started a new game in ToB or brought Anomen back into my current game group... if it were possible to romance him. Vice if I had a male character also I guess.

The "Shade" deal occurs with every NPC you can romance in ToB.
Jaheira's 'shade' is, of course, Khalid.... I won't spoil the others for you; you'll just have to find out for yourself.
Also, I'm sure that you cannot start new romantic relationships in Throne of Bhaal (unless you do a bit of tweaking with Global and local variables).
