Epic feats and ability requirement?

Feats like conceal self and overwelming critical got an ability restriction . (Strength, Dexterity etc)

Do you have to have this score naturally or does equipment qualify for taking the feats?

Case :

Rogue with natural 25 in dex and a +5 bracer of dexterity. Can he take the conceal self feat?

You would need to raise your DEX score to 30 to get self-concealment (every 4 levels, then getting the Great Dexterity feat a couple of times)...by 30th level u can have 50% concealment...very nice
