Ive gotten something that damages my skills, but I cant seem to get it off me...Now my medium armor is 0...

LOL let me guess u got the "Fury" sword didn't you. Yeah that is one nasty little bugger, but im sorry to say that the only thing you can do is train your character to get it back up to normal. unless your on PC then you prolly can change it back
Isn't Trueflame the coolest weapon ever?

It could be plenty of things.

Ancient Dagoth Brandy does that, Weapons do that, curses and diseases as well
