After completing the Tribunal, young Badawan. Make sure you got no stolen stuff on you. Put chameleon, do the (good) deed. Use calm humanoid to Guard boss, talk, pay the fine (mine was 540 in fact on second try, when I did it without npc helper), and voilá....you are proud owner of Royal Signet Ring and daedric daikatana. Not a bad trade for measly 540 drakes.
