Puzzle Canal pilgrim quest

There's a shrine I need to get to Vivec's palace compound within the Puzzle Canals. I believe I have found "the center" on level 3 but there is a barrier of some kind that prevents me from advancing. There is a clue to "breathe some waters" of some kind, but a water-breathing potion ain't the answer.

Anyone have a clue?

What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.

This was my first clue at seriously denying Vivec's compassion. I mean drowning yourself has nothing to do with what happened with Vivec described in this pilgrimage. I related Vivec to Jesus in a couple ways during my pilgrimages. When this last one came around, I'm like Jesus wouldn't make you kill yourself.

Yeah you are probably right... although one could perhaps argue "sacrifice" and "faith" regarding said deity .... but let's not get carried away here!

I'm trying to find a copy of the game you are talking about. (Pilgrim Quest) I've looked over the internet, do you know of any place where I can download this game?

This quest is part of Morrowind as one of the early quests for the temple.

umm ... the game is called the elder scrolls three : morrowind not pilgrim quest just to let you know
