The hill giant belt will NOT substitute, sorry. You will not be able to obtain the girdle untill Chapter 5. Highlight below for details
You obtain it from one of the demon knights in the Kuo-Toa part of the Underdark

The Hammer of thunderbolts: You need to fight some nasties in the temple district sewers. You will need the sewer key from the Windspear hills dungeon to gain access to this area.

thanks for the info, what happens if you by-passed going to the underwater city by going thru the portal to underdark. is there a way to go back to the underwater city?

No

Nope, the Sahaguin city, like Brynnlaw/Spellhold is a no-return spot. The main bummer on missing the city is the Cloak of cheese. You can return to the Underdark if you like.

It sounds like you mistake the Kuoa Toa dungeon with the Sahuagin City. The belt is in the Kuo Toa dungeon to which you can return to anytime you want, just travel back to the underdark entrance and go back inside.

It's funny... I decided to check the boards just now because I too was having a problem forging the legendary hammer. I somehow managed to misplace the scroll, which really shocks me given what a packrat I am. So I quit out to shadowkeeper it into my inventory and thought "Hey, lets check the boards." Sure enough, right at the top...

Okay, maybe it's not that funny... But at least I have my hammer. Hopefully you'll have yours soon too.
