Multi-class question: need cleared up!

Well, in multiclassing it says there is a 20% exp penalty if the 2 classes are more then 1 level apart, unless of course it is your race's Favoured class.

However, what I am unsure of, is if I make a Dwarf, and do NOT even have fighter as a (mutli)class, do I still get a Penalty because the Favoured class isn't there and the highest???

In summary, the following would apply:
- Dwarf pure non fighter class - no penalties
- Dwarf fighter / non-fighter multiclass - no penalties
- Dwarf with two non-fighter classes - potential penalties
