I have been getting this problem after I installed Throne of Bhaal, some of the characters cannot talk to you.
they appear to be busy.
This can get annoying especially when you are trying to talk to a vital person and this is not possible.
Could someone please tell me what is wrong.This can get annoying

That is a known bug with ToB and Windows XP. Install the latest ToB Patch and everything should be fine.
