Is there some restriction (or whatever) that does not allow this?

Archer is a ranger kit, rangers only dual to clerics (that is also something that sould not happen by the rules, Rangers and Paladins dont dual).
Besides the Ranger/cleric dual, a valid dual class must also be a valid multiclass.
- Waterdeep city constrution.

- Shadowdale low level adventure module.

- Rashmare /Thay high level adventure module.

Ranger may be only any good alignment, thief cannot be lawful good. Maybe there's the problem?

Yeah, I was pretty irked about this too. Before I first bought the game and was salivating over what character to play, I thought 2 options would be great: Archer dualed to thief and Undead Hunter dualed to cleric. I was mighty pissed when I found out that both were impossible.

You can try an Archer dualled to Cleric--interesting class combo.
