What level is the highest to be to get infected when you battle with the vampire?...and also where to find the vampires?

It has nothing to do with level. Altogether after certain point in the main quest you become immune to any disease (save one special incident in Solstheim) vampirism including.
You may become infected not only during the fight, in my experience it's rather while looting/disposing the corpses. There's a spell "weakness to common disease" you can buy in Caldera Mages Guild which may make the things easier.
There are three Vampire clan HQ, altogether i do not know if you are going to wish to catch the Vampirism here (or any other place with named Vampires in), you may need them in future if you're interested in Vampire clan quests. The there are several tombs with unnamed vampires in. One is almost halfflight from Balmora South gate to Hlomaren, another in the locality of Molag Mar, also somewhere near (but not too much) Tel'Ahrun, several other locations. The unnamed vampires do respawn after certain time (do not know the exact number), altogether, in difference with undead and Daedras, not on every entry, you are going to wait days if not weeks.
Since you can get the Vampirism also form corpses, you may try to save after all vampires in the tomb are killed and then go to loot and dispose the corpses. Have a spell i've mentioned above cast on self, it may help. If you fail, you always can reload and repeat, eventually you're going to get it.
Why, it's another question i do not quite understand, altogether it's up to you.
