Usually a boy appears pretty early in the game and tells me that his village has problems, (Umar Hills). But this time I have not seen him at all. Is there some other way to get the quest?

You could try doing the Hunt for Valygar Corthala quest... that way the Umar Hills will show up on your map. The Umar Hills/Temple Ruins quest should already be in play when you enter the area...

I'd look up the cre code to spawn in the boy but I'm at work... sorry...

Have you looked in the goverment district. I usually meet the boy there.

The boy is in the middle of the Goverment District (the park). He will approach you if you have Minsc in your party - otherwise you have to initiate dialog yourself.

Can it be random to meet him at other locations? I thought I ran into him once when I went into the graveyard. Not confused with the teddy bear quest guy.

I've encountered him in the Slums, and the commercial district.

I usually have Minsc in my party when I encounter Delon randomly. Not sure if he shows up if you ditch Minsc?

I've always been able to find him where I stated, whether or not I have Minsc with me.

u dont need minsc, minsc is highly over rated, all you have to do is take the hunt for valgur quest and go from there, talk to the mayor!

I think that Delon will also appear iof you are a ranger.
