Does anyone know of a store which sells the 5th level Mage spell, Lower Resistance?

Lower Resistanc scroll can be found in the the sewers while on the quest for the cult of the unseeing eye. Its in one of the chests in the small room by where the sarcophagus is. Where you talk to the former high priest of the beholder...
