TOEE console options

i stumbled across a page with a whole lot of stuff about the console. how can i make it come up? i also remember in baldur's gate there was so many things you could do with the console such as like add an item, place somebody somewhere, bring somebody back to life etc...
can you do any of these in TOEE? if anybody knows please tell me!
