I was in Bolmora and a guard caught me b/c I had a bounty on my head and he took my weapon and armor. I've searched in all the guard towers and in most of the houses in Bolmora for it. Does it even have one?

I think it all goes in the Evidence chest in Seyda Neen, that's where I found most of my stuff that was taken from me in Vivec, and in Gnaar Mok.

I don't think there is one because there isnt a fort... and thats usually where I see them, however Seyda Neen is an exception with that place directly across from where you fill our your papers etc.
Someone Correct me if I'm wrong haha

IIRC, there are evidence chests in all the forts.
There's nothing a little poison couldn't cure...

What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.
