I found the horn of Valhala, and I have a diamond. I go to the weaponsmith's house, and he's not there! Is there anything else I have to do to get him to appear? Do I have to go during the night/day? I've stopped by everytime I go back to the Promenade, but he's never been there.

go to the first guy on the wooden thing (raised balcony or something) and talk to him during the day
