House Telvanni is on the island of Sadrith Mora; you can reach it easily by using the mage guide (it is a teleportation service) in Balmora. The guide is at the bottom level, near the back, of the Mage's Guild.

Once on the island look for the Council Hall, it is a large, spherical structure near the harbour (you'll see some boats docked there).
