Hey, I want to purchase an enchantment of a constant affect on an item... however i cant seem to make it change to constant affect. Jump 20 mag onto an exquisite amulet??? Help

You need a grand soul gem or better with the soul of a Golden saint or better in order to make a constant effect item.

What is better than a golden saint? I mean, how can you tell?

You tell by looking at the enchantment points (charge on the enchanting menu). Ascended Sleepers are worth the same as Saints. Only Vivec and Almalexia are worth more - and you need a special soul gem if you want to trap them.
There's nothing a little poison couldn't cure...

Look at your paper map. Way down to the SE is the Shrine of Azura - (looks like a statue of a woman). Head there to get a quest for Azura's Star. Talk to the Statue inside.
