So, is it a martial weapon in ToEE or an exotic?
And does it still have the ability to hit opponents both close to you and 10 feet away?

Well, The Spiked Chain is an Exotic Weapon Proficiency in TOEE, just as it is in the PnP version of D&D. Few bother to take this path, but if you are pure of heart the rewards are great.
The one Magic Spiked Chain In the Game, is, as i recall, a Lawful weapon, and 97 % of the enemies are Chaotic Evil. You can also enchant powerful versions of this weapon yourslf. It has reach 10 feet and can attack close by, just as it should. Combined with COMBAT REFLEXES and WHIRLVIND ATTACK it could easily destroy 10 opponents in a round if you have a mage of sorts nearby. (And a Cleric of course)
+ 4 DEX yields more attacks of opportunity than there are enemies in most cases.

The spiked chain is awesome - I particularly enjoy the animation - swinging the chain in anticipation - great stuff!
I created a buffed up character just to level up quick and check out my feat options - I really liked the whirlwind attack, although it didn't look like much of a whirlwind since I attacked each foe one at a time (in NWN the feat has a cool spinning character move a la Matrix while everyone in range receives damage at the same time).
The combat reflexes option was cool, too - the only catch for me (being a big fan of cleave and great cleave) was waiting until I had all the feat requistes for whirlwind attack (up to then I was only attacking one foe at a time, which was grueling).
All that said, I will always be a devotee of the greatsword.
