where and how can you repair HK-47???

Any time you feel like it. You need a high Repair skill, however. If memory servers (but it has been known to play tricks on me), the first repair needs a score of 10 ranks in Repair and the last one needs 17. Since it's not a very useful skill for the player character (other people in your party cannot attempt to repair HK), you can always just wait unitl after the Leviathan, whence HK will repair himself (plot-related to a huge spoiler

).

If HK repairs himself, does he still get the bonusus he get's when you manually repair him?

Yes; same bonuses. He achieves the same goals: your realization of your identity automatically removes the blocks on his memory and skill functions, which otherwise you'd have to manually fix.

He doesn't get the bonuses automatically after the Leviathan, only when you repair him manually. Really.
