I know that if you advance far enough into the mages guild then you can challenge the head of the guild to a duel in the Arena, the same goes for House Radoran.

IIRC, the same goes for the Imperial Legion.
There's nothing a little poison couldn't cure...

What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.

I apparently found a bug in a game that let me challenge imperial leagion chamion (his name escapes me, he used to be in Ebonheart) even though I'm still ranked very low in imperial leagion. I had got discussion topic "duel" from another guest (don't remember which one...) and when I asked that champion about duel he thought I was challengin him. Next thing I know I have journal insert saying I'm to go to arena and fight that champion.

I beat him, of course. But that's all there was, I'm still ranked low in imperial leagion, but I'm wondering if it's possible to advance very high in imperial leagion anymore. If there's some quests I should get from that champion, I naturally cannot get them anymore... Anybody else experienced same thing?

You can go and actually see fights in the Arena?? How do you go about doing that? Are there, like, announcements about that? Do you buy tickets? Can you place bets? Eh... not that I would... 'cause... that would be wrong... :o

Squee: If you play MW with PC, you can do excactly that with this mod. Here's a quote from plugins readme file:
Gladiator - a Morrowind plugin by Endrek

After travelling to Vivec with dreams of glorious battles in the arena, my hopes were shattered when I learned that there is no way to fight there on demand. This mod will allow you to fight battles in the Vivec arena. You will progress through a series of increasingly difficult battles until finally becoming champion of the arena! A new NPC, Arena Master Titus, awaits in a new area called the Battle Preparation Pit. The Battle Preparation Pit is accessed through the same door that previously took you to the main arena pit. Speak to Titus about "fight" to begin your career as a gladiator. On my signal... unleash hell! =P
