Chloe won`t talk. The speech box comes up, with her face on it, but she doesn`t say anything.

It sounds like your dialogue.tlk file is messed up, because the dialogue you got is not from Chloe, it is what you say to Tashia when you transform into the slayer for the first time.
Bugs like that can happen when you install & uninstall several mods, the dialogues get wrapped around and come up when they're not supposed to, or NPCs say nothing but blank text.

Your BG2 installation seems to be messed up badly. If I were you I'd do a complete reinstall of the game, install the latest official patch, then the baldurdash fixpack and then the mods you want to play, but better don't install/uninstall mods without starting a new game, it works fine most of the time with WeiDU mods, but not always as your example has shown

The saved data doesn't include anything that should re-trigger the problem, so move the saved game files elsewhere, uninstall, clean your registry of Baldur references, then reinstall. Save a game to recreate your savegame directory, then move your old saved games into it.
And as mentioned before, always backup your registry before removing anything in it.
