The MOST annoying creatures in the game . . .
that's a hard choice, but the Rickling Raiders on Solstheim get my vote! Rats, wolves, cliff racers, etc. are all plenty bothersome, but those little mounted imps do some damage, even now that I'm at level 32! I also detest Spriggans because of that whole having to kill them 3 times thing. Any other favorites . . . or least favorites, to be wholly accurate?
Any doctrine that will not bear investigation is an unworthy tenant of the mind of an honest man.

Cliff racers and slaughterfish, no doubt. I know about a plug-in that doesn't get rid of them, but it makes most of Morrowinds fauna a little less agressive - which is a little more realistic.
But for the life of me, I can't recall the site where I saw that!

most annoying person
If you use Creeper in Caldera, for getting rid of those high value items, it means you often have to sleep somewhere nearby for 24hrs to allow his money to 'regenerate'.
In practice, that means hopping out of Ghorak Manor and into Shenk's Shovel where you can sleep. There is a guy inside the door to Shenk's Shovel, Master-at-Arms Iratian Albarnian. As long as he stays just out of auto-conversation range he is fine, but he tends to want to stand right by the door, and I get soooo tired of opening it to find his face right in mine (and to be told "Keep Moving" each time). He is one of the few characters I would kill and then pay the guards the fine to zero the bounty.
As for creatures, cliff racers win hands down.

The head of the guild asked a new prospect to descibe himself in as few words as possible. The prospect made it in one, "Concise".
You don't need to rest for him to regenerate, just wait.
Just stand infront of him, and press T, and wait 24 hours. You will wake up infront of him , and he will have generated the money.
But you have a point, characters like the one that said "keep moving" is ****ing irritating some times!

`I echo propaganda that gave licence to the brutal activities of SA and the SS. I resurrects the Fuhrer principle.

Im also saying cliff racers are the most annoying. They are nothing to kill, its just irratating. Also slaughterfish. I never see them coming and after they attack I have trouble finding the stupid thing.
Weld the gates to heaven shut,
the abyss leers in hissing ruts.
Unhilt the black grimoire of death,
Inscribe all names that God has left.
------------------------------------
And in those frozen moments won
From grief that creeps to wreathe the sun
In drapes inwove with deathshead wing
I thank God for the suffering
the abyss leers in hissing ruts.

Inscribe all names that God has left.

Mom said not to talk to strangers. I asked her what that meant and she said "anyone who looks stranger than your relatives." Except Uncle Sue. I guess. - A boy in Baldur's Gate

also there is a mod called anti cliff racer belt! MUHAHAHAHAHAHA
uh, anyway it cost 500 dollars and you buy it in balmora. any cliff racer that gets near you gets zapped with an electric forcefield, and i walk on water so slaughterfish arent that annoying.I have to say the most annoying creature is ordinators, i know you are thinking "those arent creatures!" but come on, they are really annoying

cliff racers - the buggers are everywhere
ascended sleeper tentacle things - dagoth ur's dead. get over it, you rock-hard regenerating bastards
goblins - enemies whose stats adjust to meet your level are neither clever nor funny. just no.

Here where the flattering and mendacious swarm
Of lying epitaths their secrets keep,
At last incapable of further harm
The lewd forefathers of the village sleep.

Those damn slaughterfish... It is because of them that I am working on my levitation and water walking skills...
I have to admit, the whole concept of walking on water amuses me immensely.....
