where is the guy that builds your stronghold? Hlaalu...

The manor is build on the Odai Plateau, South of Balmora, past the Egg Mine. The builder, Durbul gro-Rush, should be there.

You can earn a stronghold by advancing in one of Morrowind's three great houses.

Hlaalu, Rendoran or Telvanni, keep in mind though that later in the game you won't be able to alter your choice. So I joined Hlaalu because they are in Balmora, my favorite city. Rendoran is in Ald'Ruhn and Telvanni in Sadrith Mora. Once you join 1 house the others will not like you anymore.
You will have to decide which city you like best and what kind of missions. As Hlaalu is pretty much fighting and I expect Telvanni to be magic aimed.
