not so sure of the spelling at the moment but the soulstime stuff that plp are in, in the caves- does anyone know where to get the tools to do anything with it?

You have to follow the Raven Rock colony missions

And after you've done a few you'll be sent to talk to a Nord named Graring.

There is a woman there who's supposed to be attacking him and his two companions, except she's just walking around. You'll know her because she's the only one who'll talk to you. Once you kill her, Graring will give you a special pick to harvest Stahlrim with and his two assistants can make armor and weapons out of it (the armor is excellent if you're a medium armor person!)
