Umar Hills problem

I gave the Madulf's message to Minister Lloyd, yet he did not give me the Shield of the Lost... What could've caused this?

Wait a night, talk to M. Loyd and get the positive answer, then go to Madulf and give him the reply (positive) and Madulf will give you the shield.

Mmm... still not working out...

Here's what I do...
1/Approach Madulf, get the message
2/Sleep for a night in the inn
3/Give Lloyd the message
4/Give Madulf the answer...

Also, what does '.... appears busy' mean?

''.....appears busy'' i really hate that thing.
when someone appears busy you can not talk with him.But the solution is easy save the game and load it again and try to talk again. This is the way i use to deal with this bug.
the fire in my eyes is dying
and the zeal i had is gone

Yeah well... it didn't help for me. First lloyd was 'busy', and then i talked with his wife, which somehow seemed to've helped. Now Madulf is busy and even entirely restarting the game doesn't work.
