3rd (?) mission from Caius Cosades

I thin k it's the 3rd mission. I'm gonna get some information from 3 people, Huleeya or something, some priestess and a thieves guild member. Well, I'm done with Huleeya and I'm no down in the sewers/underworks of St. Olms and talking to Adhissanir (or whatever his name is, can't remember it.) Well, he just says he's distracted by an annoying taxman. Who is this taxman and where can I find him? What am I gonna do?

The tax-man is found in the lower waist works, if I'm not mistaking the guy in the underworks tells you where he is.

Too bad, but as I said he is in the waist works and not hard to find.

Hmm, you were right, he actually does tell you about him, but first you have to talk with the woman in the Canalworks. (Maybe you can talk to others too about it, but I talked to her.)
