Problem with Watcher's Keep

I am having troubles with watcher's keep, making me wonder whether I have encountered a bug or just a brain cramp on my own part. I am at the third level of the keep and have just acquired the scepter gem from the cambion which "supposedly" will let me travel to level 4 BUT every time I attempt to go through this new portal it will not allow me repeating the message it said before I tried going through. Thanks.

you need a scepter PLUS 3 gems. get the scepter from the mad elf yakman, one gem each from the tanari and baatezu and the last from the cambion

Yup, you just need to do what that guy said. Also there is a journal of Yakman over there. so just follow his direction 2 times that should take you to the two different tribes. Basically its going to be the same way, just after you beat the first tribe, and then you go there again there will be another one there.
