So I'm one tiny step away from becoming councilman of the Redoran. All I need is to solve the corruption quest in caldera. The thing is, I've found the 'secret Caldera ledger' & brought it to the guy on the second floor of the guvernor's hall that it belongs to (I think). However, he just goes on about me needing proof before I accuse him, even if I have the ledger with me!
What gives? Does it belong to someone else, or do I need to do something else first? Is it a bug? (My answer to everything I can't figure out... )
You might have to check me on this, but I believe you should talk to a slave of some kind first? It should set you up to get the ledger. You may have taken a shorter route and so the game hasn't got enough triggers..

I think you're right, but I did that too. It was a slave in a shack next to the office, I think.
I think I've triggered it all, but i know sometimes the game won't let you continue without asking for certain things for example...

I believe you're confusing two different quests: the Imperial Cult (involving the slave and what's-his-name in the governor's hall) and House Redoran (the ledger which you bring back to Garisa Llethri ).
There's nothing a little poison couldn't cure...
What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.
