Galur Rithari's Papers in library of Vivec

I need Galur Rithari's Papers for a mages guild quest for Skinks-in-trees-shade their on vampires, Does anyone know where to get these notes or where the secret Vivec library is, cheers if you could assist

The secret library can be accessed through the Office of the Watch, there's a trap door half-hidden by carpet. When you're in there bear in mind that what you're looking for is actually a book, and not a set of notes (I seem to remember being under that impression when I did this quest). Unfortunetely their are Ordinators guarding the area, so you'll have to figure out how to get past them first.
