My staff of striking is out of charges.

Can I refill it?

My mage and cleric are 8th level
I didn't know about the crafting items in the game.
Last level-up they each took crafting weapons/armor.

I am not sure if the next level 9 and 10 will let me choose anymore.

Can I refill upgrade the staff of striking?
Or just sell it.

nope, once a staff or wand is out of charges it becomes worhtless. Although I think that staff still remains +1
