I just installed the new patch. While in the Temple level 4 or possibly in the Earth Node, not sure exactly when, my rogue character had her movement rate reduced to 5 (from 30).
At first I thought it was a cursed item (like Larith's platemail boots), but even after removing every item from the character and her inventory, the movement rate is still only 5. I tried resting, and tried casting Remove Curse, Restoration, Full Heal, Break Enchantment--nothing worked.
Does anyone know what the solution is?

I don't have enough info to come to a conclusion. What is your encumbrance? Is there any spell tab above or below your character's portrait?
It might be a permanent Grease/Entangle/Web spell as Jamis mentions. Have you cast any of those and had your character run into their area of effect?
You could also try Dispel Magic and see if it works.
I would appreciate a screenshot as well to see some more details.
There was also an encumbrance bug from attacks/spells which decrease Str. The Str score might have been restored by a Restoration spell but encumbrance remains the same. It seemed to resolved itself once you unequipped all items and then reequipped yourself again.

Looks like the permanency bug
There are no spell tabs on the character and I ruled out encumberance. I DID have the character run through a solid fog effect around the time it happened, so it sounds like that is the problem. I will try dispel magic. Just in case that doesn't work, does anyone know the counterspell to Solid Fog?

i had this problem with web on my cleric and slow on my paladin. I tried everything, from dispel magic to burning it off with a fireball. Nothing worked. So, I killed them. I stripped them naked, walked around looking for a random encounter and just let the goblins and trolls have their way with them. After they were dead, i took them to the Archbishop at St. Cuthbert and had him raised them from the dead. They were completely normal again, free of web strans and slow moments. It's costly in XP and gold but it's the only way i found that works.

Ha! This approach might have worked to free my thief from the permanent charm she was under after an encounter with the Balrog on the fire elemental node. If I ever play through ToEE again, I will keep this “technique” in mind
