This includes Long, short, cross bows, and all other two handed weapons.

Backstab damage is an important factor to be considered...

Of two handers, only staves can backstab - so probably Staff of the Ram.

Overall two handers? Carsomyr, probably, at least in the unmodified game.
I have given up all lesser evils as inadequate to my purpose.

Staff of Ram (tob) - Very powerfull weapon (backstab)
Staff of Magi - When used well it can be a lifesaver, but dont use it for attacking
Carsomyr - Hack and slash your way to glory
Firetooth (tob) - Best ranged weapon in the game

A note

Do be aware that even with UAI you can't backstab with the Staff of the Magi - and why wouldn't you use it to attack (at least sometimes)? - that dispel on hit is pretty handy.

Firetooth with +4 bolts or Lightning Bolts is insane.
Carsomyr +6 is cool. I usually make the Purifier instead, though.
The Psion's Blade would be really good if there were actually any Illithid in ToB. :(
I never really liked the Staff of the Ram. You always end up having to chase them all the way across the map, and by the time you get there, they've gotten back up and are hitting you some more. Sure, it's good when you get ganged up on, but nobody uses staffs but mages, and a good Horrid Wilting or Comet usually solves all your problems.
None of the bows are really any better than each other. It's the arrows that make the difference, and the firing rate. (5 proficiency slots and the Grandmaster patch help lots here.)

Kensai/thief GM staves - amongst others - makes a great staff user.

Well, perhaps not the best, but the most usefull is the Staff of Ram, followed close by our man Carsy +6. I`m not a ToB bow man myself, so close combat weapons are the better there...

actually...

I think a multiclassed elven Fighter/Thief is better than the Kensai Thief. First of all, you can use backstab multiple times, instead of once, which makes the Staff of the Ram exceedingly powerful. Secondly, you get an additional dex point, which can improve your thieving skills...a lot.

Imagine how much damage a person could do, (after using SK) if he were a Kensai/Assassin/Specialist. Cast Improved Alarcrity, Greater Deathblow, Critical strike, assassination, wielding the staff of the Ram...

Too bad multiclassed Fight/thief/mage doesn't gain access to high level mage abilities (without xp cap removed--don't know what happens if it does).
